Section 6-3-701, part of the Organic Waste Disposal Reduction article the city adopted to comply with SB 1383, tells single-family generators exactly how to use their carts. Under Section 6-3-701(b)(1), source separated recyclable materials go in the blue container, source separated green container organic waste, including food waste, goes in the green container, and gray container waste goes in the gray container; residents may not place gray-container material into either the blue or the green cart. The 'blue container' itself is defined in Section 6-3-700 as a 35, 64 or 96-gallon cart with a blue or black body and blue lid for residential recycling, distinguishing it from the green organics cart and the black-bodied gray trash cart.

Commercial properties and multi-family buildings of five units or more follow a parallel sorting rule at Section 6-3-702, including a duty to supply labeled recycling and organics containers in customer areas and to train employees and tenants on proper sorting. The city or its designated hauler may conduct 'route reviews,' a visual or camera inspection of carts along the collection route, to check for 'container contamination', material placed in the wrong cart, under Sections 6-3-700 and 6-3-711, and generators found out of compliance receive educational outreach before the city moves to a citation.
