Section 6-3-45 of the Sewage and Solid Waste Disposal division sets the minimum removal frequency for solid waste generated in the city. Subsection (a) requires waste from apartment houses, dwelling houses or other places of human habitation to be removed from the premises at least once each week. Subsection (b) sets a shorter cycle for businesses that generate significant garbage, requiring removal at least once every four days from motels, hotels, restaurants, boardinghouses and similar establishments, and lets the health officer require even more frequent pickup if conditions warrant it.

Subsection (c) makes it unlawful for whoever controls or possesses a covered premises to fail or neglect to arrange this removal, and treats each day of noncompliance as a separate offense. Waste collection is handled exclusively by city-permitted haulers under Section 6-3-56, which divides the city into permit areas serviced on an exclusive basis since July 1, 1991, with rates approved by the city council under Section 6-3-57 and billed quarterly in advance under Section 6-3-58. Residents hauling their own household waste, or industrial and building contractors hauling their own refuse, are exempt from needing a hauler's permit under Section 6-3-48, but the underlying weekly or four-day removal obligation in Section 6-3-45 still applies to the property.
