Section 6-3-45, part of the Sewage and Solid Waste Disposal division adopted by Ordinance No. 90-11 in 1990, governs when and how often solid waste must be removed from city properties. Subsection (d) specifically addresses container placement: residential solid waste containers may be placed adjacent to the public highway or curb no earlier than 24 hours before the scheduled collection, and must be removed from that spot no later than 24 hours after collection occurs. The rule keeps containers off streets and curbs outside a roughly 48-hour collection window, reducing the time bins block sidewalks, driveways and rights-of-way.

It works alongside the container specifications in Section 6-3-44, which cap weight at 50 pounds and capacity at 40 gallons for hand-collected containers and require garbage to sit in a covered, watertight, health-department-approved container at all other times, meaning off the curb and back on the resident's own property. Collection itself is handled exclusively by permit holders assigned to the city's designated collection areas under Section 6-3-56, with residential pickup required at least weekly under Section 6-3-45(a). Community or homeowner associations may select their own collector under Section 6-3-55, but that collector must still hold a city permit and follow the same container placement timing.
