City Code Section 10-20 requires single-family customers, meaning any dwelling unit that receives curbside garbage pickup, to segregate newspapers from all other waste, bundling them with string or twine or bagging them in a paper grocery bag, and to keep them separate from magazines, telephone directories, cardboard and shiny inserts, placed curbside on scheduled collection days. Clear glass and aluminum cans must be segregated into the container the city's retained waste hauler provides and placed curbside next to the regular refuse container on the same scheduled days.

Multifamily properties serviced by bulk containers place newspapers and aluminum cans in separate designated containers located near the bulk container instead. Subsection (c) makes clear these recyclable waste services 'shall not be optional, but shall be required of all residents' to the extent the section describes. Section 10-21 makes it a separate violation, punishable by up to $500 or 90 days in jail or both, for anyone not authorized in writing by the city to collect or remove newspapers, aluminum cans or clear glass set out for the recycling program, with each unauthorized removal a separate offense.

Section 10-22 sets the funding fee at $7.66 per month for each single-family unit and $5.23 per month for each multifamily unit, collected on the water and sewer bill, with periodic adjustments tied to the city's franchise recycling agreement with its hauler.
