Section 5.17 of the Land Development Regulations governs outdoor collection stations for garbage, trash, and vegetation whenever indoor storage is not provided, and it does not apply to pedestrian litter containers. Section 5.17.1 requires access arranged so the collection vehicle needs no unnecessary turning or backing movements. Section 5.17.2 sets a minimum 25-foot setback for dumpster or receptacle enclosures from any residential district or residential property line; the Planning and Zoning Director may allow encroachment into that setback where site configuration makes compliance impractical, subject to site plan documentation and an appeal path to the Planning and Zoning Board if the Director's decision is contested.

Section 5.17.3 requires screening by a solid opaque enclosure of brick, concrete, concrete block, or comparable masonry, wood, or steel, with an obscure opaque gate on the open end and shrubs at least 24 inches high spaced 24 inches on center along the other sides. Section 5.17.6 gave nonconforming enclosures on nonresidential and multifamily properties until July 1, 2003 to come into compliance with these standards. Separately, Section 5.17.7 requires a 150 dollar permit, valid seven calendar days and extendable once for 75 dollars, before placing a temporary residential dumpster or bagster bag, filed with the building division ahead of time.
