Section 173-8 sits inside Chapter 173, Landscapers, and only applies to landscapers who already hold the annual Town Clerk permit required by §§ 173-4 and 173-5 to remove landscape material for profit. During the three-month window from October 1 to December 31 each year, a permitted landscaper hired by a residential property owner can place leaves in Town-approved biodegradable bags on the property adjacent to Town highways so the Town can pick them up. That curbside option does not apply if the landscaper instead deposits the leaves in a storage area on the homeowner's own property for composting, or mulches the leaves rather than bagging them for collection.

Outside that window, § 173-7C requires the landscaper to remove all landscape material and dispose of it at an authorized disposal site, and the landscaper must already have on file a permit to deposit debris at a licensed depository, or a disposal plan approved by the Director of the Department of Public Works, as a precondition of holding a landscaping permit at all under § 173-7D. Burning leaves instead of bagging or hauling them is separately prohibited outright by § 173-7B, so composting, mulching, hauling to an authorized site, or fall curbside bagging in Town-approved bags are the only lawful ways to get rid of yard leaves in the unincorporated Town.
