Moore, OK Animal Ordinances: Pet Groomer Rules (2026)

Moore's home occupation chapter, Chapter 9-15, lists animal grooming among the activities a resident may run from a residence, but Sec 9-1502 caps it at two pets at a time, a tighter limit than the two-student cap set for home tutoring or music instruction in the same list. A separate line in the same section allows dog and cat daycare or boarding as a home occupation up to five animals on the premises at any time, including the operator's own animals, so a groomer who also boards animals must track both limits separately.

Like every home occupation, the grooming business must show no outside evidence that a business is being run from the property: no outside employees other than residents, no exterior signage naming the business, and no more than 10 percent of the dwelling's gross floor area devoted to the activity, with no outside storage. Pickup or drop-off of animals cannot happen between 7:00 p.m. and 7:00 a.m. The Community Development Director reviews complaints about noise, odor, traffic or other neighborhood impacts under Sec 9-1504 and can order the operator to reduce the number of pets, change the operation, or cease altogether, with 10 days for the operator to respond in writing before the director rules.
