Moore, OK Animal Ordinances: Dog Leash Laws (2026)

Section 4-102, 'Running at Large, Owners Cited; Enclosures,' authorizes the animal control officer to take up and impound at the city shelter any animal, other than a cat, found running at large in Moore. The officer may enter the owner's property, open gates and cross fences to make the impoundment, though the section expressly forbids entering a dwelling to do so. Section 4-101 defines restraint as a leash or tether of the person is a competent person or the animal being confined within the owner's property, and defines 'at large' off-premises as an animal not restrained by a leash or chain of sufficient strength and no more than six feet long, or on-premises as an animal not confined by a substantial fence or secured by a chain or leash that keeps it on the property.

Section 4-102's second paragraph imposes the affirmative duty: every person who owns or has charge of an animal must keep it within a suitable enclosure and restrain it from running at large. Fines follow the same three-tier schedule used elsewhere in Chapter 4-1: a maximum $500.00 plus court costs for a first conviction, a minimum $250.00 up to $500.00 for a second conviction within twelve months, and a minimum $400.00 up to $500.00 for a third or later conviction within twelve months. The section was adopted by Ordinance 944(20) on June 15, 2020 and amended by Ordinance 968(21) on March 15, 2021.
