Section 4-107, 'Number of Animals Restricted, Kennels,' sets the four-animal cap on any lot, premises or structure for animals over six months of age, with the sole exception being a properly zoned kennel. It also limits litters: no more than one litter of puppies from a single female dog, or one litter of kittens from a single female cat, may be kept on the property at a time, again outside a kennel. Section 4-101 defines a kennel as any place keeping four or more dogs or four or more cats over six months old, so a fifth pet of either species converts a residence into a kennel use requiring zoning compliance.

Section 4-107's second sentence makes operating a kennel, or any place for the sale, exchange, breeding or training of pet animals, unlawful unless it complies with the zoning ordinance, meaning a home cannot simply register as a kennel to exceed the cap; it must be sited and permitted for that commercial use. The animal control officer enforces the limit under Chapter 4-1's general provisions and can inspect a property, per Section 4-106, on his own initiative or on complaint. Both the numeric cap and the litter limit were adopted together by Ordinance 944(20) on June 15, 2020, as part of a full rewrite of the city's animal code.
