Parsippany-Troy Hills, NJ Building Safety: Building Permits (2026)

Building permits in Parsippany-Troy Hills are issued under the New Jersey State Uniform Construction Code. Section 124-1 creates the Township enforcing agency, the Division of Construction Code Inspection and Enforcement, made up of a Construction Official, who is the chief administrator, and the Building, Plumbing, Electrical and Fire Protection Subcode Officials. Appeals of their decisions go to the Morris County Construction Board of Appeals, and the public does business with the enforcing agency at one office location.

Chapter 124 does not list every job that needs a permit. Section 124-2 defines terms by reference to the UCC regulations at N.J.A.C. 5:23-1 et seq. and provides that the UCC controls in any conflict. The fee schedule in § 124-5A is where the Township's own text shows what is treated as permitted work. It prints fees for new construction and additions (per cubic foot), decks, pools, sheds, pergolas, demolition, retaining walls, signs, solar panels and tents, and it states two exclusions: for a detached Group R-5 one- or two-family structure, Reroofing: No permit required, and Residing: No permit required. Roof sheathing replacement carries a $75 flat fee and wall sheathing replacement $125.

Sample fees as printed: new detached Group R-5 construction is $0.037 per cubic foot with a $250 minimum, an in-ground pool is $200, an aboveground pool $100, a deck up to 64 square feet of walking surface $65, and demolition of a detached R-5 primary structure $150. Plan review is 25% of the amount charged for the construction permit (§ 124-5F). Tents and canopies that exceed the listed parameters require a UCC permit at $200, and the schedule notes that a Fire Prevention permit under N.J.A.C. 5:70-2.7 can apply to one that does not.

Two other Township rules attach to permits. Under § 105-5, no building permit shall be issued for any house, building or structure until the owner has procured the official number from the Office of the Tax Assessor. Section 124-4 waives the construction permit surcharge and enforcing agency fee for work undertaken solely to promote accessibility for persons with disabilities.
