Parsippany-Troy Hills, NJ Building Safety: Plumbing Permits (2026)

Chapter 124 of the Parsippany-Troy Hills Township Code is the Township Council's Uniform Construction Code chapter. Section 124-1 creates the Division of Construction Code Inspection and Enforcement, staffed by a Construction Official and a Plumbing Subcode Official, and section 124-2 says every term in the chapter carries its meaning under the New Jersey UCC regulations at N.J.A.C. 5:23-1 et seq., with the UCC controlling in any conflict. The plumbing fee schedule is § 124-5(B), last amended 10-21-2025 by Ord. No. 2025:24.

The base rate is $30 for each fixture or device on the ordinary list: bathtubs, bidets, clothes washers, dishwashers, drinking fountains, floor drains, garbage disposals, kitchen sinks, laundry tubs, lavatories, shower stalls, urinals, water closets, whirlpools and backflow preventers up to one inch. Special devices cost $70 each, and that list covers backflow preventers of 1 1/4 inches and up, grease traps, sewer ejectors, sump pumps, water softeners, spas, hot tubs, pool piping and generators. All oil or gas supply piping systems are $65.

Sewer and water work is priced separately. Replacing, removing or installing a building sewer is $75 for a Group R-5 building and $75 for all other groups. A building water service is $75 for Group R-5 and $100 for all other groups, and each fire hydrant and each hydrostatic test is $100. Building storm sewers are $75 for each connection, and storm conductors and leader drains are $25 each. Any fixture, device or demolition inspection not listed carries a $65 minimum fee.

Backflow preventers also need required inspections and a certificate of compliance: quarterly inspections are $75, and annual inspections are $150 for the first backflow preventer and $50 for each additional one in the building.

Around the plumbing line items, § 124-5(F) adds plan review at 25% of the construction permit fee, $75 per hour per subcode to review revised plans, and $50 per subcode for a change of contractor. Section 124-4 waives construction fees for work done solely to make a structure accessible to people with disabilities.
