Parsippany-Troy Hills, NJ Building Safety: Carbon Monoxide Detectors (2026)

The duty appears in Chapter 213, the Housing and Property Maintenance Code of the Township of Parsippany-Troy Hills, in Morris County, New Jersey. Section 213-40 is headed Duties and responsibilities of owner and operator for utilities, and paragraph (29), titled Smoke and carbon monoxide detectors, was amended 12-14-2010 by Ord. No. 2010:36. It sets three owner duties. Under (a), the owner of a multiple dwelling supplies each occupant with a copy of the manufacturer's printed instructions for testing the installed units. Under (b), an owner who has been notified by an occupant that the occupant is unable to perform the required monthly testing, or to have a member of the household do it, performs that monthly testing. Under (c), the owner of any rental unit or hotel room, or the owner's representative, inspects each unit whenever a change of occupant occurs and cleans the unit or replaces batteries whenever necessary. The paragraph addresses testing and upkeep. It does not print where detectors must be placed.

The Township Fire Official adds a second layer at turnover. Section 169-18(A)(12) sets the fees for residential smoke detector, carbon monoxide detector and fire extinguisher inspections, called a CSDCMAC in the fee schedule: $60 when the request is received more than 10 business days before the change of occupant, $90 when received four to 10 business days before, and $150 when received fewer than four business days before. A reinspection costs $60. Members of Parsippany Fire, EMS, Police, Rescue, OEM and active, reserve or retired military personnel pay no fee if they document their status to the Fire Official at application. Section 239-6 also requires proof of lead or galvanized service line replacement, on sale or transfer of a dwelling, to secure smoke and carbon monoxide detector certificates.
