Parsippany-Troy Hills, NJ Building Safety: Building Inspections (2026)

Section 124-1 of the Parsippany-Troy Hills Township Code establishes the State Uniform Construction Code enforcing agency as the Division of Construction Code Inspection and Enforcement. It consists of a Construction Official, a Building Subcode Official, a Plumbing Subcode Official, an Electrical Subcode Official, a Fire Protection Subcode Official, and any other subcode officials the New Jersey Commissioner of Community Affairs adds to the State Uniform Construction Code. The Construction Official is the Chief Administrator. Through the subcode officials, and under the Construction Official's supervision, the Division conducts and administers inspections and institutes enforcement proceedings as authorized by N.J.S.A. 52:27D-119 et seq. and N.J.A.C. 5:23-1 et seq. Section 124-2 provides that where the chapter and the UCC conflict, the UCC controls. The public has the right to do business with the enforcing agency at one office location, except in emergencies and unforeseen or unavoidable circumstances.

Fees tied to the inspection process are set in § 124-5. Plan review costs 25% of the construction permit charge, is not refundable, and can be required to be paid on application. Reviewing a revision to released plans costs $75 per hour per applicable subcode, with a one hour minimum. A certificate of occupancy costs $100 for Group R-5 and $200 for all other groups. A first temporary certificate of occupancy costs $30, and a renewal costs $30. A certificate of approval carries no charge. The minimum fee for any fixture, device or demolition inspection not otherwise listed in the plumbing schedule is $65, and required backflow preventer inspections cost $75 quarterly or $150 annually for the first device.

Section 124-4 lets the Township Council waive permit fees by resolution for work after a natural disaster, but the applicant must still file an application, get a full plan review, and undergo inspections of the regulated work. Under § 124-2 a temporary structure is one in place for 180 consecutive days or less.
