Parsippany-Troy Hills, NJ Building Safety: Elevator Maintenance (2026)

The Township Council's Uniform Construction Code chapter, Chapter 124, is the only place the Parsippany-Troy Hills Township Code speaks to elevator inspections. Its elevator provision sits in the fee schedule, § 124-5(E), rather than in a separate maintenance ordinance, so the code prints what triggers an inspection, what certificate follows it and where the fee amounts come from, and it does not print a maintenance checklist.

Section 124-5(E)(1) says the fees for elevator inspections cover new installations, alterations, repairs and ongoing inspections, and that a certificate of compliance is required to be issued after each successful ongoing inspection. Section 124-5(E)(2) ties the fee for a permit to install an elevator device to N.J.A.C. 5:23-12. Section 124-5(E)(3) does the same for the inspection and witnessing of any test for an elevator, escalator, moving walk, dumbwaiter or other elevator device. Section 124-5(E)(4) sets elevator or elevator device plan review under N.J.A.C. 5:23-20. Because the township prints those fees by reference, the dollar figure is whatever the state UCC rules set.

Two dollar figures are printed locally. The Electrical Subcode charges $95 to inspect power equipment for an elevator, § 124-5(D)(6). The certificate itself costs nothing: § 124-5(F)(2) lists a certificate of compliance and a temporary certificate of compliance at no charge.

Enforcement belongs to the Division of Construction Code Inspection and Enforcement under the Construction Official (§ 124-1). Section 124-2 says the chapter's terms follow the UCC regulations at N.J.A.C. 5:23-1 et seq., and that the UCC controls in any conflict. Appeals of the Construction Official's decisions go to the Morris County Construction Board of Appeals. Under § 124-4, no construction permit surcharge fee or enforcing agency fee is charged for work designed and undertaken solely to promote accessibility by persons with disabilities to an existing public or private structure.
