Lake Elsinore, CA Building Safety: Electrical Permits (2026)

Lake Elsinore Municipal Code § 15.38.010 makes the 2025 California Electrical Code, based on the 2024 National Electrical Code published by the National Fire Protection Association, the governing electrical code for all wiring, connections, fixtures and appliances on premises within the City; a copy is kept on file for public examination in the office of the Building Official. Section 15.38.020 amends the adopted code with local requirements: permit fees are billed under Chapter 3.40 LEMC as adopted in Ordinance 1087, rather than the state code's own fee schedule.

The City also tightened the wiring standard itself: Article 310.2(b) is amended so that copper wire is mandatory for wiring No. 6 AWG and smaller in all installations, with aluminum permitted only for feeder lines and only case by case when the Building Official is satisfied adequate safety measures are in place. A new Article 310.6 requires that any aluminum conductors of No. 6 or smaller used for branch circuits get continuous inspection by an independent testing agency approved by the Building Official to verify proper torquing of connections at their termination points.

Section 89.108.8.2's definitions of the Housing Appeals Board and Local Appeals Board are also rewritten so that the City's Planning Commission sits as the Board of Appeals for all adopted Building Standards Codes, including electrical appeals, and may call in specialized expertise depending on the subject of the appeal. Anyone doing electrical work in the city, from a service panel swap to new branch circuits, needs a permit and inspection through the Building Official before energizing new wiring.
