LEMC Section 15.24.010 adopts the California Plumbing Code, 2025 Edition, based on the 2024 Uniform Plumbing Code published by the International Association of Plumbing and Mechanical Officials, as the Plumbing Code of the City, and a copy is kept on file for public inspection in the Building Official's office. Section 15.24.020 amends the adopted code's Section 103.4.1 so plumbing permit fees are set under LEMC Chapter 3.40 rather than the model code's default schedule, tracking the same fee-setting mechanism used for the building, mechanical, and electrical codes under Ordinance 1087.

The same amendment rewrites Section 1.11.2.5 Appeals so the Planning Commission, not a separate plumbing board, acts as the Board of Appeals for the Plumbing Code, and it can bring in specialized expertise depending on the issue being appealed. Because the Plumbing Code sits alongside the Building, Mechanical, and Electrical Codes adopted in the same title, a plumbing permit is typically pulled together with the related trade permits on a single project, and plan check follows the same Building Official review process used for the rest of Title 15.
