Lake Elsinore, CA Building Safety: Fire Sprinkler Requirements (2026)

LEMC § 15.56.020(N) deletes Section 903.2 of the California Fire Code and replaces it with a locally amended rule requiring an approved automatic sprinkler system in all new buildings and structures of 5,000 square feet or greater, regardless of occupancy classification, and applying the more restrictive of any conflicting requirement in Sections 903.2.1 through 903.2.2.1. Limited exceptions exist for certain telecommunications equipment spaces, detached agricultural buildings, noncombustible equestrian arena canopies, detached shade structures over playgrounds, and small fueling-station canopies, plus a discretionary exemption if the Fire Chief finds no major life-safety hazard and no significant fuel-load threat.

Critically, the amendment carves out one- and two-family dwellings from any square-footage threshold: they must have an automatic fire sprinkler system in accordance with the California Residential Code no matter how small the home is, and mobile homes, manufactured homes and multifamily manufactured homes with two dwelling units need sprinklers under Title 25 of the California Code of Regulations. Two exceptions elsewhere in the state Fire Code, the Section 903.2.3 exception and Exception 2 in Section 903.2.11.3, are expressly disallowed in Lake Elsinore. Existing buildings are not grandfathered indefinitely: any building over 5,000 square feet must retrofit sprinklers if it undergoes a change of occupancy, has an existing fire wall removed, or adds square footage to the original building.

A new Section 903.3.5.3 further requires that hydraulically calculated sprinkler systems not exceed 90 percent of the water supply capacity, giving the Riverside County Fire Department a safety margin on system design.
