LEMC Chapter 15.28, Building Security Provisions, applies to all new residential, commercial, and industrial construction under Section 15.28.020 and sets minimum standards of construction to resist unlawful entry. Section 15.28.050's residential rules, mirrored for commercial and industrial buildings in Section 15.28.060, require exterior swinging doors to be solid core at a minimum thickness of one and three-fourths inches, or hollow metal doors of at least 16 U.S. gauge steel, and require any door leading from a garage into a residence to be solid core at a minimum of one and three-eighths inches thick.

Every such door needs a single cylinder deadbolt with at least a one-inch projection and three-fourths-inch embedment into the strike, built to resist cutting tool attacks, while the inactive leaf of double doors needs metal flushbolts embedded at least five-eighths inch into the head and threshold. Strikeplates must be at least 16 U.S. gauge steel, bronze, or brass, a minimum of three and one-half inches long, and secured with screws at least two and one-half inches long. Glazing within 40 inches of a lock must be fully tempered or burglary-resistant, hinge pins accessible from outside must be nonremovable, and front doors need a 180-degree door viewer unless they already have a clear vision panel. The enforcing authority is the Director of Community Development or an authorized representative.
