Lake Elsinore, CA Building Safety: Green Building Code (2026)

Lake Elsinore Municipal Code § 15.42.010 adopts the California Green Building Standards Code, as published by the California Building Standards Commission, as the Green Building Standards Code of the City, governing the planning, design, operation, construction, use and occupancy of every newly constructed building or structure throughout Lake Elsinore, with a copy kept on file for public examination at the Building Official's office. Section 15.42.020 amends Section 5.106.8, Light Pollution Reduction, by adding two new exceptions. New construction must comply with lighting power requirements in the California Energy Code and must design interior and exterior lighting so that zero direct-beam illumination leaves the building site, meeting or exceeding exterior light level and uniformity ratios for lighting zones 1-4.

Projects must shield or use cutoff luminaries per Section 132(b) of the Energy Code, contain interior lighting within each source, allow no more than 0.01 horizontal lumen foot-candles to escape 15 feet beyond the site boundary, and automatically control exterior lighting from dusk to dawn to turn off or lower light levels during set periods. The amendment carves out exceptions for campus parking-facility and walkway lighting, emergency and night-security lighting, and existing or new athletic fields, theatrical facilities and theme parks with their own zoning-based lighting criteria, which may be designated LZ4 under Table 10-114-A.

Builders should coordinate green code compliance with their building permit application through the Building Official, since the Green Building Standards Code applies on top of, not instead of, the base state code adoptions in Chapters 15.04 through 15.20 LEMC.
