Section 19-0115 sets a two-part rule rather than a fixed inspection calendar. First, it is "the duty of the building inspector to cause careful inspection to be made of all passenger or freight elevators," but the frequency is left to discretion, worded only "as often as deemed necessary," with no interval, fee, or separate elevator permit spelled out anywhere in the article. Second, the statute creates an operating prohibition triggered by that inspection: once an elevator is "declared by the inspector to be in a dangerous or unsafe condition," the owner or "person owning or having the care or control" of it may not "operate or cause same to be operated until all necessary repairs have been made and the elevator again pronounced safe by the inspector." That shutdown-and-clearance structure is the entire textual basis for elevator regulation inside Chapter XIX, Article 1, the same Building and Residential Code article that also houses the city's 2021 IBC and IRC amendments and the general Article 1 penalty at § 19-0122.

Because § 19-0115 sits inside Article 1 rather than a standalone elevator article, continued operation of a red-tagged elevator is treated as a violation of "the terms or provisions of this article," pulling in that same penalty and its daily-offense multiplier rather than a separate elevator-specific fine schedule the way some larger cities write one.
