Flagstaff, AZ Building Safety: Fire Sprinkler Requirements (2026)

Flagstaff adopts the 2018 International Residential Code with local amendments collected at Section 4-03-001-0001. The stock IRC lets jurisdictions require automatic fire sprinklers in new one- and two-family homes, but Flagstaff's amendment to Section R313.2 rewrites that provision to say a residential fire sprinkler system 'may be installed,' not that it must be, and spells out why: Arizona Revised Statutes prohibits any city or town from adopting an ordinance that mandates fire sprinklers in newly built one- and two-family dwellings. The City goes further in the garage chapter, deleting Section R309.5, Fire sprinklers, in its entirety, so attached and detached garages carry no local sprinkler mandate either.

That leaves fire sprinklers in Flagstaff single-family and duplex construction as a voluntary upgrade a builder or homeowner can choose, not a Building Official checklist item. Builders instead rely on the City's other local fire-safety amendments in the same 2018 IRC chapter, including a 60-pound-per-square-foot ground snow load design requirement, ice barrier underlayment, and fire protection exceptions for floors over crawl spaces with fuel-fired heating within four feet of the finish floor. Any dwelling that does install a voluntary system still has to meet the applicable NFPA and IRC installation standards, since the amendment removes the mandate, not the underlying technical requirements for a system a homeowner chooses to add.

Larger commercial and multifamily buildings are not covered by this residential exemption and remain subject to the separate sprinkler provisions in the amended 2018 International Building Code and International Fire Code.
