Flagstaff, AZ Building Safety: Building Inspections (2026)

Flagstaff's local amendments to the 2018 International Building Code, gathered under Section 4-02-001-0001, give the Building Official broad inspection authority: subsection 105.1.6 states the Building Official may inspect all work and reject work or require corrections for anything done in violation of the code. That authority is backed by a suspension and revocation power in subsection 105.1.5, aimed squarely at Flagstaff's annual permit program, the mechanism the City lets regularly employed tradespeople use for minor electrical, gas, mechanical, or plumbing work instead of pulling a separate permit for every small job.

If a permit holder violates the code, including by failing to apply for the permits and inspections the work actually requires, the Building Official can suspend or revoke the annual permit, but only after sending written notice at least ten calendar days before the suspension or revocation takes effect. The permit holder can appeal to the Building and Fire Code Board of Appeals within ten calendar days of that notice, though there is no fee refund once a permit has been suspended or revoked. The Building Official also keeps comprehensive inspection, application, and permit records under subsection 104.7, available for public inspection during office hours, with written requests routed through the City Clerk's office. Denial of an annual permit application follows the same ten-day appeal path and comes with a refund of the application fee under subsection 105.1.4.
