The City Council adopted the 2018 IPC by reference under Section 4-01-001-0002, making the aforestated codes controlling for construction within City limits. Chapter 4-06 then amends specific IPC sections: Section 4-06-001-0001 replaces the plumbing fee schedule so that the fees for all plumbing work follow 2018 IBC Section 109.2, meaning plumbing permits are priced on the same valuation-based Building Code schedule as other trades rather than a stand-alone plumbing rate. The same chapter sets minimum burial depths: exterior water supply piping must sit at least 30 inches below grade, and building sewers tying into City-provided sewer must run at least 12 inches below grade, while private septic connections instead need sign-off from Coconino County Environmental Quality before installation.

Non-metallic building sewer pipe must carry a green, 12 AWG UF-600V tracer wire taped to the pipe with 10-mil tape so the line can be located later. Under the Building Code fee amendments incorporated by reference (Section 4-02-001-0001), starting plumbing work before the permit is issued draws an investigation fee of $94 or twice the permit fee, whichever is greater, and a missed or failed inspection can bring a $94 re-inspection charge; an unstarted permit can be refunded up to 80%.
