Bossier City, LA Building Safety: Green Building Code (2026)

The city's only text addressing green building sits inside the National Cyber Research Park Overlay District (NCRP-OD) design guidelines at UDC Section 5.7.3.Q.9, titled "Leadership in Energy and Environmental Design (LEED)." The provision states the NCRP "would like to encourage the adoption of environmental friendly guidelines based on... LEED," rating systems "designated by the U.S. Green Building Council," and describes their recommendations for energy efficiency, storm water management and drainage, and reductions in potable water use and material recycling. Nothing in the section, or elsewhere in the Unified Development Code or the general Code of Ordinances, converts that encouragement into a permit condition, a Certificate of Occupancy requirement, or a mandatory construction standard; the language is aspirational guidance for developers building within the NCRP campus overlaying the Cyber Innovation Center area, not a citywide green building code.

The NCRP-OD guidelines that contain the LEED language are administered by the Cyber Innovation Center (CIC) Board, which reviews allowable uses inside the Research Park case by case, and the same Article 5.7.3 list of guidelines also encourages tree preservation, park-like stormwater detention ponds and recycling as complementary voluntary measures alongside the LEED recommendation. A developer inside the NCRP who ignores the LEED language faces no separate enforcement action tied to Section 5.7.3.Q.9 itself, since the Code frames it as encouragement rather than an enforceable design standard subject to Article 17 penalties.
