Bossier City, LA Building Safety: Plumbing Permits (2026)

Article IV of Chapter 18 governs plumbing and gas piping. Sec. 18-277 requires a master plumber's license before engaging in plumbing or gas piping work, and Sec. 18-278 sets the master plumber registration fee at $150.00, renewable each December 31 for another $150.00, with a $30.00 late penalty after January 31. A journeyman plumber's registration costs $30.00 a year (Sec. 18-280, 18-281), and an apprentice must register with the plumbing inspector for a $15.00 charge (Sec. 18-282). Before any registration issues, the applicant must post a $100,000.00 indemnity bond or equivalent liability insurance (Sec. 18-279). The plumbing inspector may suspend or revoke a registration for misrepresentation, unpermitted work, or repeated code violations, and three suspensions trigger automatic revocation (Sec. 18-283).

Sec. 18-306 requires a permit before any plumbing or gas piping work starts, issued only to a person holding a Louisiana master gas fitter or master plumbing license; Sec. 18-307 exempts minor repairs like clearing stoppages or swapping a defective faucet that don't change the piping. Applications go through the plumbing inspector with plans and specifications when required (Sec. 18-309, 18-310). Sec. 18-311 sets a $40.00 minimum inspection fee, $6.00 per fixture, and fees from $35.00 to $85.00 for sewer connections, water taps, grease traps and backflow preventers; starting or finishing work without a permit doubles the fee and adds a $500.00 penalty. Sec. 18-336 adopts the most recent plumbing and gas codes issued by the Louisiana State Uniform Construction Code Council, and Sec. 18-316 requires water-supply and drainage systems to pass a pressure or water test, with backflow preventers tested by a certified water-supply specialist, before the plumbing inspector signs off.
