Commerce City, CO Building Safety: Green Building Code (2026)

The city renamed the model code the City of Commerce City Green Construction Code and folded it into the broader C3BC alongside the IBC, IRC and other 2021 International Codes referenced in Sec. 5-2, yet Sec. 5-41301(b) rewrote IgCC Section 101.3 so the code stays dormant unless the city council passes a resolution activating it. Table 101.5.1 in the same amendment lets the city dial in project-by-project requirements once the code is triggered, marking many jurisdictional options such as heat island mitigation for walls, light pollution reduction, and bicycle parking security provisions as 'No' by default, meaning even an activated IgCC project would not automatically face those specific chapter 5 through 8 mandates unless the city separately checked them on.

Because the community development department administers the C3BC as a whole, a builder pursuing green features on a private project in Commerce City still has to satisfy the mandatory IBC, IRC, IECC and IFC provisions; the IgCC layer only applies where council chooses to invoke it for a specific development, redevelopment area or public project. This structure differs from the mandatory 2021 International Energy Conservation Code, which the city adopted without an opt-in switch, so builders cannot rely on IgCC compliance to substitute for the separately mandatory energy code requirements.

Appeals of any building official decision applying the IgCC, when triggered, go to the same five-member board of appeals established under Sec. 5-21, and violations are enforced the same way as any other C3BC violation, through Article V, Chapter 5's misdemeanor and civil infraction process.
