Commerce City, CO Building Safety: Building Inspections (2026)

Under Commerce City Revised Municipal Code § 5-4101, which amends the 2021 International Building Code as the C3BC, Section 110.1.1 makes the permit holder responsible for providing any ladder, scaffolding or test equipment the building official needs to conduct or witness a requested inspection; the city does not supply access equipment. Section 110.6 then bars work from continuing beyond the point covered by each successive inspection until the building official grants approval. When an inspection turns up noncompliant work, the building official must notify the permit holder or the holder's agent of the reasons and the specific code sections at issue, and any noncompliant portion cannot be covered or concealed until the building official authorizes it.

Community Development, under Section 5-6, is the department charged with administering and enforcing the C3BC, and the building official is appointed by the city manager. If a permit holder disagrees with an inspection decision, Section 113.1 sends the appeal to the five-member board of appeals under Section 5-21 of the Commerce City Revised Municipal Code; an application for appeal must be filed in writing within twenty-one days of the notice, and the board can only uphold or reverse the building official, not waive code requirements outright.

Stop-work authority under Section 5-5007 lets the code official immediately halt work performed in a manner that is dangerous, unsafe or contrary to the C3BC, and continuing cited work after a stop-work order is served is itself a criminal misdemeanor under Section 1-3003(a).
