A. The 2025 California Green Building Standards Code, Part 11, Title 24 of the California Code of Regulations, a portion of the California Building Standards Code, as defined in the California Health and Safety Code Section 18901 et seq. (hereinafter referred to as the "state code"), and any rules and regulations promulgated pursuant thereto, as referenced in and adopted pursuant to California Health and Safety Code Sections 17922 and 18935, are hereby adopted and incorporated by reference herein. ... B. Notwithstanding the provisions of subsection A of this section, the state code is amended as set forth in Sections 7.94.050 through 7.94.080.

Excess embodied carbon in concrete triggers a penalty computed as Pm = (ECx)($190) plus the Building and Safety Division's administrative fee under the City's Master Fee Schedule, where ECx is the excess carbon in metric tons. Failure to submit the compliance form or batch certificates before pouring can hold up further inspections. Projects lacking an approved all-electric compliance pathway or EV-charging infrastructure will not receive final building permit sign-off from the Building Official.
