City Code channels tattoo parlors into a single zoning category. Under the Section 28-53 land use matrix covering Avondale's five standard commercial districts, "Tattoo parlor" carries a dash in Residential Office (R-O), Commercial Office (C-O), Neighborhood Commercial (C-1), and Freeway Commercial (C-3), and a "P" for permitted outright only in the Community Commercial (C-2) district. Body piercing studios get the identical pattern: permitted outright in C-2 only, prohibited everywhere else on the matrix. Because tattoo parlors are not listed among the "uses permitted with conditions" in Section 28-54, no zoning-imposed separation distance, hours limit, or square-footage cap attaches directly to a tattoo parlor once it locates in C-2; it is a use permitted by right there, subject only to standard site plan review.

The ordinance does use tattoo parlors as a buffer trigger for other businesses: in the Old Town Avondale Business District, Section 28-57(f)(2)(A) requires any conditional-use liquor store seeking approval in the Heritage Subdistrict to keep a minimum 1,320-foot separation from the nearest tattoo parlor or body piercing studio, measured in a straight line between the nearest property lines, regardless of whether that tattoo parlor sits inside or outside Avondale's city limits. A tattoo studio proposing to open in the Cashion Business District, which mirrors C-2 permitted uses under Section 28-58(c)(1), would qualify the same way as a C-2 location.
