Loitering Rules
Rowan County makes it unlawful to loiter, sleep or block traffic on the steps, passageways, sidewalks, drives or streets of county-owned property in the unincorporated county. Section 15-1 gives the Sheriff's Office authority to cite anyone who impedes the flow of traffic on county buildings or grounds.

Outdoor Smoking Restrictions
Rowan County lets its Parks and Recreation Commission forbid smoking in any structure or area of a county park where the fire hazard makes that advisable, and no one may smoke in a park place where smoking has been posted as prohibited. Section 16-42(f) also requires any lighted match, cigarette or cigar to be fully extinguished before it is discarded.

Smoking. No person shall smoke in any structure or place in any park where smoking is prohibited. Smoking may be forbidden by the commission or its authorized agent in any part of any park when it is deemed the fire hazard makes such action advisable.

Rowan County prohibits the sale, possession, or consumption of any alcoholic beverage on property the county owns, leases, or occupies anywhere in the unincorporated county, with one narrow carve-out for West End Plaza where beer and wine service needs Board of Commissioners approval.
