Every dwelling offered for rent or lived in as a home in unincorporated Rowan County must meet the county's minimum standards of fitness under Sec. 7-251 through 7-258, covering structural condition, plumbing, heating, electrical service, and sanitary maintenance. No owner may occupy or rent out a dwelling that fails these standards, and the housing inspector enforces them through a formal hearing and order process.
