Rowan County's minimum housing code makes every dwelling occupant responsible for exterminating insects, rodents, and other pests inside the unit, unless the infestation stems from the owner's failure to keep the building rodent-proof or reasonably insect-proof, in which case the owner must pay for extermination. Garbage, rubbish, and recyclables must be stored so they cannot become a rodent harborage or fire hazard.
