Flood Elevation
Rowan County requires every new or substantially improved building in a mapped flood hazard area to sit at or above the regulatory flood protection elevation, the standard the county also relies on for hurricane and storm-surge risk. Residential structures must be elevated; commercial buildings can be elevated or floodproofed to the same level.
