Eagan, MN Environmental Rules: Boat Dock Permits (2026)

Eagan City Code § 10.24, Subd. 5 regulates seasonal docks on the city's lakes, ponds, and impoundments. Only one seasonal dock is permitted per separately owned abutting lakeshore parcel, and no seasonal dock may extend more than 20 feet from the shoreline or cover more than 60 square feet of water surface. Every private seasonal dock must be removed on or before October 30 of each year. Subd. 6 imposes a parallel rule on pontoons and floating rafts: only one per property owner, none may cover more than 81 square feet of surface water, each must carry a minimum of four red or blue reflectors and the owner's name and address, and all must be removed from surface waters by the same October 30 deadline.

Subd. 1 separately prohibits motor-driven watercraft, as defined in Minn. Stats. § 86B.005, subd. 18, on all lakes, ponds, and impoundments lying entirely within the city, subject to listed exceptions for emergency, DNR, county, and city personnel, and electric trolling motors. The section does not set up a separate dock construction permit application; compliance is measured against these numeric placement, size, and seasonal removal standards.
