Chapter 360, "Stopping For Loading Or Unloading Only," gives the City Traffic Engineer authority under Section 360.010 to determine where passenger and freight curb loading zones sit, and requires signs stating the hours those zones are in effect; the City Council can also designate loading zones directly by ordinance or resolution. Section 360.020 covers the permit path for a business or property owner who wants a zone created on request: the applicant must apply for a permit and for two signs marking the ends of the zone, pay a service fee of ten dollars per year or fraction of a year into the City Treasury, and the permit expires at the end of one year, after which the applicant must renew it or the designation lapses.

The City Traffic Engineer can also attach general conditions to the permit, including reimbursement if the signs are lost or damaged and a requirement to return them if the zone is misused or the permit expires. Once a zone exists, Section 360.030 sets the actual time limit for a passenger curb loading zone: a vehicle may stand there only for the expeditious loading or unloading of passengers, and only during the posted hours, and never for longer than three minutes regardless of purpose. Section 360.040 applies the same "expeditious" standard, without the three-minute cap, to freight curb loading zones, covering the pickup, delivery or loading of materials rather than passengers.
