Blue Springs, MO Parking Rules: Snow Removal Parking Rules (2026)

Section 340.230, "Snow Emergency," splits Blue Springs' winter weather authority into two declarations. Under Subsection (A), Traffic Emergencies, once snow, sleet or freezing rain is causing slippery or hazardous conditions that could lead to serious traffic congestion, the Mayor may declare a traffic emergency; while it is in effect, a vehicle cannot be driven on a designated emergency route without an effective skid chain or snow tires, though vehicles with dual wheels are excused from that equipment requirement. Subsection (B), Parking Emergencies, is the rule that reaches ordinary residents: whenever snow has accumulated, or is likely to accumulate, to a depth that will require snow removal operations, the Mayor may declare a parking emergency, after which it becomes unlawful to park, or to permit a vehicle to be parked, on any emergency route.

Any vehicle already parked on an emergency route when the emergency is declared must be removed within two hours of that declaration or it is treated as a violation. Subsection (C) defines emergency routes narrowly: they are the specific streets where the City Engineer has directed that signs be erected identifying them as such, so the parking ban and two-hour removal clock apply only on those signed routes, not citywide. That signage requirement means Public Works, acting through the City Engineer, controls exactly which streets carry snow-emergency parking restrictions, and a vehicle towed off an unsigned street cannot be justified under this Section alone.
