West Hartford, CT Parking Rules: Loading Zones (2026)

Section 168-13B of the West Hartford Code groups parking in a loading zone with more than a dozen other listed violations, including blocking a driveway, parking within 25 feet of a crosswalk and double-parking; all carry the same $38 penalty under § 168-13B(2). A separate administrative fee of $2 for every $10 of the fine, or any fraction, is added under § 168-13D, and § 168-13E treats every 20-foot segment of an oversized vehicle or vehicle-trailer combination as a separate violation subject to cumulative fines.

Enforcement runs through the notice-and-payment scheme in §§ 168-14 through 168-17: an authorized employee, which under § 168-24 includes regular, temporary and deputized police officers and parking monitors, attaches a written notice to the vehicle. The owner has 14 days from that notice to pay the Revenue Collector in person or by mail; missing the deadline under § 168-16B doubles the fine. An owner who wants to contest the citation can request a hearing before a citation hearing officer appointed by the Town Manager under C.G.S. §§ 7-152b and 7-152c; hearing officers must be West Hartford electors and cannot be police officers, Corporation Counsel staff, or anyone empowered to issue citations.

Section 168-14 applies these rules to all regulated parking areas the Town controls, including off-street lots, driveways and other vehicle areas owned by the Town or the West Hartford Board of Education, not just on-street loading zones.
