West Hartford, CT Parking Rules: Overnight Parking (2026)

Section 168-13A of the Vehicles and Traffic chapter prohibits parking on any street in West Hartford at any time between 2:00 a.m. and 5:00 a.m., a townwide overnight rule that applies regardless of signage. A separate, narrower rule added October 7, 2019 lets the Town Manager designate specific streets for an extended overnight ban running from 11:00 p.m. to 5:00 a.m.; that extended ban only takes effect once the Town Manager has designated the street and signage is installed clearly informing the public of the restricted hours.

Both prohibited acts fall under the same penalty schedule: Section 168-13A(2) sets the fine for any violation of the subsection at $16. On top of that base fine, Section 168-13D adds an administrative fee of $2 for every $10 of the fine, or fraction of it, payable to the Town by anyone issued a citation, so the effective total for a $16 overnight ticket runs higher than the base fine alone. An owner or operator who receives a notice under Section 168-15 has 14 days under Section 168-16 to pay the Revenue Collector; missing that window doubles the penalty. Parking regulations and their penalties are promulgated under the authority Chapter 249 of the Connecticut General Statutes grants to municipalities.
