Chapter 10.60's overnight ban runs citywide: § 10.60.030 makes it unlawful to park or leave standing a recreational vehicle on any public street, park, square, avenue, alley or public way between 10:00 p.m. and 6:00 a.m., with no district exception written into the rule. The chapter's own definition in § 10.60.020 covers a motorhome, travel trailer, truck camper, camping trailer, fifth-wheel travel trailer, house car, trailer coach, van camper or van conversion, tracking the state Health and Safety Code and Vehicle Code definitions of those vehicle types; the section does not separately define or name boats or boat trailers, so a trailered boat only falls under this ban if it independently meets the recreational vehicle definition.

Three exceptions let an RV stay past 10:00 p.m.: a valid RV permit displayed on the vehicle, a valid RV guest permit for an out-of-town visitor, or a documented mechanical breakdown allowing up to forty-eight hours for emergency repairs, all under § 10.60.030(B). The chief of police issues RV permits, good for two years and limited to one per residential address, and RV guest permits, capped at two weeks plus a one-week extension and at sixty total guest-permit days per address in any twelve months, under §§ 10.60.040 and 10.60.050, with no permit fee charged under § 10.60.060(C).

Displaying a counterfeit or altered permit is a misdemeanor under § 10.60.080(C), and running electrical cords or hoses across a sidewalk to a parked RV, or dumping wastes outside a designated dump, is separately prohibited and can itself be charged as a misdemeanor under § 10.60.100.
