Islip Traffic Code Section TC3-3.1 bans parking any personal trailer (which includes boat and utility trailers) on a public road between 9:00 p.m. and 6:00 a.m., and during the day a trailer may not create a traffic hazard, block a driveway, or obstruct a sight triangle; recreational vehicles are exempt from the commercial truck weight exclusions but remain subject to these trailer and general parking rules.
Section TC3-3.1 (added 5-24-2011) governs personal trailers, defined broadly to include boat trailers and utility trailers parked on Town roads. Subsection A regulates daytime parking: a personal trailer may not be parked so as to constitute a traffic hazard; an unattached, unladen trailer must be supplemented with traffic cones or other visual safety devices; it may not adversely affect another's driveway use; and it must allow an adequate turning radius for ingress/egress to adjacent driveways. A trailer in the public right-of-way is treated as a sight obstruction under Sec. 68-404 and is subject to the sight-triangle requirements of Sec. 68-405 of the Islip Town Code. Subsection B prohibits overnight parking of all personal trailers on a public road between 9:00 p.m. and 6:00 a.m. Recreational vehicles are expressly exempt from the truck weight-limit exclusions of Sec. TC5-1A (per Sec. TC5-1A(1), amended 4-16-2019), but an RV parked on the street is still subject to the general TC3 parking rules and the seasonal winter overnight ban. The Town's authority to regulate this rests on NY VAT Sec. 1660(a)(18).
Personal trailer and RV parking violations are enforced through the Parking Violations Bureau (Chapter TC7); fines depend on the specific Schedule J or TC3 provision violated. Trailers creating a hazard or obstruction may also be subject to removal under Chapter TC6 (Removal and Storage of Vehicles).
