Article X of Chapter 145 sets up the Township's snow emergency parking scheme. Section 145-61A lets the Township Manager, or an authorized representative, declare a snow emergency once an actual or anticipated snowfall reaches three inches or more on the Township's public streets, using National Weather Service information for anticipated accumulations; if the declaration comes between 10:00 p.m. and 8:00 a.m., the resulting parking restrictions do not take effect until 8:00 a.m. Once a snow emergency is declared, Section 145-62A bars parking a vehicle, or letting one remain parked, on either side of any designated snow emergency route, and Section 145-62B separately makes it unlawful to obstruct or impede traffic on a route because the driver's vehicle lacks snow tires or chains.

Section 145-63 adds street-specific, side-specific restrictions beyond the full-route ban, listing streets in areas such as Penn Wynne, Penn Valley and Cynwyd where parking is barred on one particular side, or in the circular part of a cul-de-sac, during a snow emergency; Section 145-63B requires permanent signs marking those restrictions at intervals no greater than a quarter mile. A vehicle left parked, stalled or unattended on a public street in violation of the article can be removed and impounded by the Township under Sections 145-64 and 145-65, and the Township Manager or representative must publicly announce both the start and the end of a snow emergency through available media.
