Moore, OK Public Conduct: Aggressive Panhandling (2026)

City Code § 10-406, carried from Prior Code § 16-34 and Code 1999 § 10-408, defines 'accosting' as approaching or speaking to someone in a manner that would cause a reasonable person to fear imminent bodily harm or a criminal act against their person or nearby property. 'Forcing oneself upon the company of another' means continuing to request alms after a negative response, blocking the person's path, or otherwise acting to compel someone to give money. Both are flatly prohibited citywide, regardless of location. Beyond that, the ordinance sets location-based buffer zones where soliciting money or other things of value is unlawful: on private property once the owner or occupant has objected or posted a no-soliciting sign, within 15 feet of a public toilet facility, an automated teller machine, or a pay telephone, inside any public transit vehicle or within 15 feet of a bus stop or taxi stand, from a driver of a vehicle in traffic (except emergency roadside help requested by the driver), from anyone waiting in line to enter a building, and within 15 feet of any building entrance or exit.

The section sets no fine of its own, so a violation defaults to the Code's general penalty provision, § 1-108, which caps fines at $500 unless state law allows a higher maximum. Moore Police Department officers are the enforcing agency, issuing citations for solicitation inside a buffer zone or for accosting or forcing conduct reported by residents and business owners.
