Westfield, IN Public Conduct: Jaywalking (2026)

Sec. 58-166, in Chapter 58's pedestrian division, prohibits running, jogging or walking in a roadway wherever the city has provided a sidewalk alongside it; the sidewalk, not the street, is where foot traffic belongs. Where no sidewalk exists, the code permits pedestrians onto the roadway itself but attaches two specific conditions: the pedestrian must stay within two feet of the pavement edge, and must travel in the direction opposing oncoming vehicular traffic in that lane, the same facing-traffic rule familiar from shoulder-walking guidance elsewhere. The section does not separately address crossing a street mid-block away from an intersection or marked crosswalk; Westfield's code instead governs pedestrian roadway use through this sidewalk-availability rule and, in the adjoining Sec.

58-167, through a distinct prohibition on soliciting vehicle occupants from within the right-of-way. Because Sec. 58-166 sits within the traffic and parking article (Article II) rather than carrying its own penalty clause, enforcement runs through the article's general fine schedule at Sec. 58-77(2), which the city applies to any violation of the article not otherwise specifically priced. Westfield Police Department officers are the enforcing agency for pedestrian violations under this chapter, consistent with the department's broader traffic-code enforcement role across Chapter 58.
