Section 44-9(5) of the Westfield City Code bars skateboards outright inside Grand Junction Plaza, stating that violations will result in fines. The same subsection pairs the skateboard ban with a bicycle rule in subsection (6): bicycles must be parked at racks around the plaza's perimeter rather than ridden inside, and a cyclist who needs to cross the plaza must dismount and walk the bike through.

Westfield's citywide multi-use trail rules under Section 44-2 treat skateboards differently outside the plaza, giving them a yield ranking relative to bicycles and rollerbladers on trails like the Monon Trail, and the city separately operates a dedicated skate park under Section 44-3 where skateboarding is the intended use, open daily from sunrise to sunset with no admission fee. The plaza ban therefore targets one specific, heavily programmed public space rather than skateboarding citywide.
