Section 15.74.060 sets Lake Elsinore's expedited timeline and review standard for small residential rooftop solar systems, meaning systems up to 10 kilowatts AC or 30 kilowatts thermal on a single- or two-family home under section 15.74.020. The Community Development Director implements an administrative review process, and once an application passes satisfactory review the Building and Safety Division must issue the building permit within three business days of the application date. Review is limited to whether the application meets local, state and federal health and safety requirements; the Building Official cannot deny or slow the permit for reasons outside that scope.

The Official may only require an applicant to instead apply for a minor design review if there is substantial evidence the installation would cause a specific, adverse impact on public health and safety as defined in section 15.74.020, and even then any denial must rest on written findings in the record showing no feasible way to mitigate the impact, with the mitigation designed at the lowest possible cost. Both the decision to require a minor design review and a denial following one can be appealed to the City Planning Commission.

If an application is incomplete, the City must send the applicant a written correction notice detailing every deficiency and what is needed to qualify for expedited issuance. On the inspection side, the chapter guarantees only one inspection for eligible systems, to be conducted in a timely, consolidated manner; a system that fails its inspection is entitled to a follow-up inspection rather than being sent back through the full permit process.
