Caldwell, ID Special Events & Permits: Block Party Permits (2026)

Caldwell defines special event in Caldwell City Code § 06-23-01(2) to expressly include block parties alongside concerts, fairs, festivals, parades and community events, and subsection (1) makes it unlawful to stage, promote or conduct one without first getting a special event permit from the City Clerk's Office. Most neighborhood get-togethers escape the requirement: subsection (3)(G) exempts any special event expected to draw 250 or fewer participants or spectators at a single session. But that exemption has a hard carve-out for block parties specifically, since it does not apply to any special event that will necessitate full or partial street, alley or lane closures, regardless of the number of participants or spectators.

In practice, a block party small enough to skip the permit if held entirely on a lawn or driveway needs one the moment it closes even part of the street. Permit applicants pay a fee set by City Council resolution, and the City Clerk's Office and the Mayor make the administrative call on approval. Before submission, an applicant needing a park site must reserve it through the Parks Department first. Applications must be filed no earlier than a year and no later than 30 days before the event, and organizers must carry at least $1,000,000 in general liability insurance naming the City of Caldwell as an additional insured.

The Clerk's Office routes every application to the Police, Fire, Parks and Recreation, Streets and Engineering Departments for review, and can deny a permit for a false statement, an incomplete application, a scheduling conflict with a prior event, or unpaid costs from an earlier permitted event.
