Where a dwelling wall serves as the barrier and has doors with direct pool access, the owner must install either a separation fence at least 48 inches high or an alarm on all such doors. The alarm must be door-mounted, trigger within 15 seconds, sound at least 30 seconds, reach 85 dBA at 10 feet indoors, auto-reset, and have a 10-year battery; any deactivation switch must sit at least 54 inches above the threshold. The owner must sign and file a disclosure statement with the City acknowledging the hazards and duty to maintain the barrier. These implement California Building Code Section 3109 and Health and Safety Code Section 115922.
Failure to maintain the barrier or comply with any safety provision may result in a city enforcement action requiring immediate draining, and the pool may not be refilled until compliance is restored. Plaster and fill approval are withheld until met.
