Per Building Division Handout 107/108, the top of the outdoor pool barrier must be at least 60 inches above grade measured on the side facing away from the pool, with a maximum 2-inch clearance beneath (4 inches over a deck). Openings may not pass a 1-3/4-inch sphere; where horizontal members are 45 inches or more apart, vertical openings may increase up to 4 inches. Chain-link must be minimum 11 gauge with 1-1/4-inch maximum mesh. Access gates must be self-closing and self-latching, latch at least 60 inches above grade, and swing away from the pool; a lower latch must be pool-side, below the gate top. These mirror California Building Code Section 3109 and Health and Safety Code Section 115923.
The Building Department withholds plaster inspection and fill approval until the barrier fully complies. Failure to maintain the barrier can trigger a city enforcement action requiring immediate draining, and the pool may not be refilled until compliance.
