Sec. 94-58 governs the time window for placing and removing curbside solid waste containers. Residents with curbside service may not place any container adjacent to the curb earlier than 9:00 a.m. on the day before their scheduled collection day, and must remove all containers from the curbside or front yard no later than 9:00 a.m. on the day after collection. Containers being set out for the actual scheduled pickup must be at curbside no later than 6:30 a.m. that day so the contractor can service them on the regular route.

The section builds in a graduated enforcement mechanism: a resident receives two warning notices before the city imposes a $50.00 assessment on the water bill for each violation after that. This timing rule does not apply to yard waste as defined in Sec. 94-52, except for the latest permissible time of placement, meaning grass, leaves and limbs follow the same 6:30 a.m. cutoff on collection day but are not bound by the day-before or day-after curbside windows the same way household containers are. A container that holds more waste than the auxiliary-container limits allow can also be charged as an additional container under this section, layering a service fee on top of any timing violation.
