Sec. 94-51 explains that the city has contracted with a private solid waste collector to provide once-weekly collection of up to four containers of solid waste for residential units, along with yard waste collection and other services, and once-weekly service for authorized commercial establishments and churches generating up to four containers per week. The initial container is included in the monthly service charge set under Sec. 94-76, while each additional container registered to an account costs $4.25 per month, billed on the customer's water and sewerage statement.

Commercial establishments and churches needing more than four containers must get the contractor's approval first. Sec. 94-53 reinforces that this service is not optional for most households: all residential owners and occupants are required to participate in the city's contracted solid waste service unless they are part of a townhome complex or trailer park that is not participating in the service, in which case they may use a private collector instead. Household waste must go in plastic bags placed inside city-defined containers, at either curbside or an approved side yard location for residents with a doctor-signed accommodation form.

Waste that escapes containers due to animals, weather or vandalism must be rebagged by the resident, since the contractor will not collect improperly containerized household waste.
